From in-game testing, I found that it seems that the Vortex Beater's speed according to the tooltip actually refers to the homing explosives, rather than the bullets, as the latter seem to be shot noticeabily more quickly than other weapons with a similar fire rate, such as the Stynger, but I can't quite confirm it.
